My tests:

Auto-tuning [disabled]
- internet speed (local domains) 900+/49 mbits (1000/50 cable)
- internet speed (foreign domains) 30-70/20-30 mbits
- bufferbloat UL: 0-2 ms, DL: 0-3 ms
- ping 8-12

Auto-tuning [normal]
- internet speed (local domains) 900+...
- internet speed (foreign domains) 300-870/49 mbits
- bufferbloat DL 40-170 ms, UL 20-80 ms

So I definitely keep Auto-tuning [disabled].

Our user see streaming speed performance increases up to 20x by disabling this. Don't tell me it doesn't change any bit lol. The issue is that we require a minimum of 60Mbps down and 10Mbps up with at least 12 parallel connections. Auto-tuning in many cases limits this.

Funnily enough I just fixed my slow internet speeds problem, and turning auto tuning off and then turning it back on fixed my problem, The issue I had was download speeds were slow on my browsers and nothing else. But going against your article momentarialy to turn it off and on fixed my problem, maybe it should be edited to suggest you could try that instead of turning it completely off?
