When dealing with wireless network the computing device is not the only factor that can affect performance. Environment, appliances, other routers nearby, antenna, wireless channel, internet service provider, network adapter, driver, operating system, and other even more factors may cause problems.

My Surface Pro 3 tells me I’ve got a download speed of 0.23Mbps.

Other laptops connected to the same wifi are registering 13Mbps.

Network reset made no difference whatsover.
