Open Task Manager > Performance, select the wifi adapter, and look connection type. If it say 802.11ac that's 5Ghz, 802.11n 2.4Ghz.

Here's an example on how to reinstall wifi adapter drivers on a Surface https://pureinfotech.com/fix-surface-pro-3-wireless-adapter/

Thanks,
Mauro

A few things to look after:

Do you have other Wi-Fi devices that are having the same issue?
Where is your Wifi router located?
Did you rebooted your router?
Do you have speed issues at any time?
Are you connecting to a 2.4Ghz or 5Ghz band?
Have you tried reinstalling the wifi drives?
Are you in room with fluorescent lights?
Make sure you cover all your basics and test wifi speed while right next to the wifi access point.

Thanks,
Mauro
