I followed your instructions as close as possible but IT DOES NOT WORK!
1. There is no way I can type anything on the Start screen; so I went through Control Panel, Administrative Tools to get to the Task Manager.
2. I called my file “_DesktopAutoStart.bat”; it is in C:
3 O checked “When I logon”
4 I originally had not set up a password so I did not see the Welcome screen; I forced Win8 to show the Welcome screen by setting up a password BUT STILL NO LUCK!

Have you relly tested what you describe?
