Making a new language your primary, simply press and hold a language from the list and move it to the top.
How to remove a language from Android Nougat
If you want to remove a language from your Android device, do the following:

While in the Language preferences, select the menu button from the top-right corner, and select Remove.

Select the language you want to remove.

Select the trash icon on the top-right corner.

Select OK to confirm the removal.
After you have configured your languages, Android Nougat will automatically update your phone or tablet to use whatever language you set as default without the need of having to restart your device. In addition, apps will also switch to your primary language, but if an app doesn’t support your primary language, then the new feature will force the app to switch to next language on your list.
