The default configuration is set to change the color scheme depending on the color mode of Windows 11, but you can change the color mode to dark manually from the Outlook settings.

Enable dark mode on Outlook app
To use the new Outlook app in dark mode, use these steps:
Open new Outlook app on Windows 11.
Click on Settings (gear button from top-right).
Click on General.
