On January 18, 2024, Microsoft began the rollout of the Windows 11 build 23619 in the Dev Channel of the Windows Insider Program. Although this is a small update, it introduces new features and various fixes.
According to the official notes, build 23619 introduces the ability to connect your phone to your computer to access and edit your most recent photos with the Snipping Tool. This new experience is possible through the new “Manage mobile devices” app (Cross-Device Experience Host) that you must configure through the “Mobile devices” page.
In addition, Windows 11 build 23619 also updates the Start menu to show upcoming meetings from Microsoft Teams in the “Recommended” section of the Start menu.
The update also makes a few fixes available for File Explorer, Task Manager, and Narrator.

These are the newly added features and changes for the January 18 update for Windows 11 in the Dev Channel.
Quick access to photos from phone
Starting on build 23619, you can now configure the system to receive notifications when new photos or screenshots are available from your phone, and then you can access and edit them with the Snipping Tool app.
To configure this feature, you have to open Settings > Bluetooth & devices > Mobile devices and click the “Manage devices” button, which will open the new “Manage mobile devices” app.
Once you connect your Android phone, you can instantly access and edit your most recent pictures with the Snipping Tool.
Microsoft notes that this feature is available for devices in the Dev and Canary Channels.
Start menu upcoming meetings
The development team is also updating the Start menu to show upcoming meetings in the “Recommended” section. This feature will be available for Windows 11 Pro and Enterprise but only for users using a Microsoft Entra ID account.
Also, the upcoming meetings will only appear five minutes before the actual meeting.
You can always control this feature from Settings > Personalization > Start and turn off the “Show upcoming meetings” toggle switch.
Fixes
As part of the fixes, build 23619 resolves performance issues with File Explorer, fixes a dragging problem with Task Manager, and resolves a crash problem when adding natural voices for Narrator in Settings.
Finally, this flight includes a few known issues with Copilot and Widgets.
Install build 23619
To download and install the Windows 11 build 23619, enroll your device in the Dev Channel through the “Windows Insider Program” settings from the “Update & Security” section. Once you enroll the computer in the program, you can download the build from the “Windows Update” settings by clicking the “Check for Updates” button.
